Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

In recognition of its ability to affect and lead positive change, the Jerusalem Office has been named the UNOPS Project Management and Infrastructure Centre of Excellence.

The Jerusalem Office is the first UN office to receive the Level 4 P3M3 Maturity Model certification in project management by APMG. This certification demonstrates the well-structured, standardized and defined project management processes and methodologies applied to projects, generating the best results desired by our partners.

This achievement is part of a broader agenda to increase the Office’s impact on development projects, by improving our services and adding value to the outcomes of our partners’ works. The office has benchmarked its capabilities against international industry level standards and through this has achieved several prestigious certifications, including ISO 9001 (Quality Management), ISO 18001 (Occupational Health and Safety), ISO 14001 (Environment Management) and Level 4 P3M3.

The mandate of the Office of the Quartet is to increase Palestinian economic and institutional development and empowerment, as a support towards achieving a two-state solution. In the event of a resumption of final status negotiations the OQ would support Quartet members in their efforts to realize a successful outcome. The following strategic principles will guide the OQ’s work (in the areas of energy, water, rule of law, movement and trade and information/communication technology as well as economic mapping), to support the parties and ensure alignment with the strategic objectives of the Quartet members and donors to the Office.

  1. Playing a catalytic role in working towards sectoral solutions in partnership with other actors, while taking on direct responsibility for specific elements of those solutions (when the office is well positioned and requested to do so). Particular attention is paid to policies and projects that have a multiplier effect – that is an outcome which extends beyond the narrow output of the policy or project;
  2. Focusing on implementation of agreements reached and announcements made by the parties, to ensure that they are translated as quickly as possible into results that have a positive impact in people’s lives;
  3. Bridging between the parties and providing creative solutions that enable progress on the ground;
  4. Maintaining the vertical depth of our work from the most granular, technical level to the strategic and political level while engaging the broad array of actors required to make progress, including the parties, members of the international community and others;
  5. Ensuring complementarity of the OQ’s work with that of other key actors, including those which also play a convening role, including UNSCO, the Netherlands, Norway, the World Bank and the Local Aid Coordination Secretariat more broadly;
  6. Continuing support to the Quartet Envoys, including their work to enable greater Palestinian sovereignty over its own affairs and to realize a final status agreement.

Objectives of the Assignment

The OQ’s Energy Team is currently supporting the Palestinian Authority (PA) on a number of strategic initiatives to develop the Palestinian energy sector. This includes the Gas for Gaza (G4G) project, which facilitates the agreement and construction of a gas pipeline to Gaza, the implementation of the Electricity Agreement reached between the Palestinians and Israelis in September 2016, and investigating the potential for renewable energy projects in the West Bank and Gaza.

The OQ is seeking to recruit a Project Manager (PM) to manage electricity work streams that are highly visible and of strategic importance, under the guidance of the OQ Director of Energy. The PM is responsible for managing the day-to-day operations of electricity work streams; mainly the implementation of the September 2016 Electricity Agreement and ensuring the delivery of associated milestones. The PM is also required to contribute to stakeholder engagement, project communication and outreach, and maintaining a comprehensive understanding of Palestinian and regional energy sector developments.The PM may be required to support other related OQ energy work streams, as instructed by the Director of Energy.

Requirements

Education

  • Bachelor’s Degree is required
  • Advanced Degree (Master’s/MBA/PhD etc.) in a relevant discipline, such as Project Management, Engineering, Politics/ International Relations, is preferred.

Work Experience

  • Five years of work experience is required, preferably in the energy field.
  • Experience working in international organizations or the public sector is an advantage.
  • Project/ program management experience is required.

Skills and abilities

  • Project management skills: Ability to design, develop and deliver projects; ability to plan in a coordinated manner, manage priorities and meet deadlines; management experience; ability to accurately monitor, evaluate and report on project progress; ability to manage and mitigate risks.
  • Highly skilled in research and analysis: strong qualitative and analytical skills; attention to detail and data accuracy.
  • Excellent communication and organizational skills: Strong writing ability, with business and report writing skills preferred; ability to work under tight deadlines, juggling multiple competing tasks and prioritizing demands.
  • Strong team player: Strong interpersonal skills; ability to interact with high-level individuals across a range of organizations and build strong professional relationships; customer-orientation and sound judgment; ability to consistently demonstrate a professional manner in dealing with individuals at all levels, both internal and external to the organization; team player and flexible as tasks and priorities shift; ability to self-start and troubleshoot without supervision; ability to work independently and in teams in a small office environment; demonstrated ability to excel in a multi-cultural environment.
  • Other: Demonstrated competence with using standard office software packages (MS Word, Excel, PowerPoint, Project etc.).

Language

  • Fluent written and spoken Arabic.
  • Advanced command of English is preferable.
  • Knowledge of Hebrew is an advantage.
