Djibouti: Consultancy for development of regional peste des petits ruminants (PPR) control and eradication programme

Introduction
In a bid to address recurrent inadequate responses and interventions for the control of endemic transboundary animal diseases (TADs) and zoonoses in the IGAD region, the African Union Inter-African Bureau for Animal Resources (AU-IBAR), in partnership with the Inter-governmental Authority on Development (IGAD) and with financial support from the European Union (EU), developed a regional project, “Improving animal disease surveillance in support of trade" in IGAD Member States. The project is jointly implemented by the IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) and AU-IBAR in Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda with an overall project objective to reduce the impact of TADs and zoonoses on food security, trade and resilience of livestock farmers. The two result areas of the project are: (1) Systems for animal identification, traceability and health certification improved, and (2) Surveillance systems and disease control strategies at national and regional levels improved. Under result area (2), ICPALD has developed a regional strategy framework for the control and eradication of PPR that also addresses the control of other priority small ruminant diseases (SRDs).

The regional PPR control and eradication strategy was developed, in line with the global PPR eradication strategy and the existing continental strategy, developed by AU – IBAR, for the progressive control of PPR and other small ruminant diseases. The strategy has now been finalized, printed and shared or widely circulated for use in the region. The regional PPR control and eradication strategy provided a framework for the development or updating and customization of national PPR control and eradication strategies in the IGAD region where small ruminants constitute the main source of household nutrition and cash income among pastoral communities, and provide incredible support to livelihoods of vulnerable groups, especially women and children. Diseases such as PPR that severely devastate small ruminant production and productivity negatively affect the livelihoods, food security and resilience of livestock-dependent communities. Currently, the "Support the Horn of Africa Resilience (SHARE)" initiative is addressing the progressive control of PPR and other priority small ruminant diseases in the pastoral areas of Djibouti, Ethiopia and Kenya. In order to harmonize the PPR control and eradication programme in the IGAD region, an effective resource mobilization platform is required to source funds from the bilateral and multilateral development partners, including non-traditional development partners, to support interventions in the other IGAD MS. Resource mobilization also needs to involve strong public-private partnerships, besides development of innovative mechanisms for local resource mobilization, marketing and fundraising strategies.

The STSD project, therefore, seeks a consultancy service to develop a regional PPR control and eradication programme that will provide the basis for raising funds for the IGAD member states.

The consultant will work closely with ICPALD to recommend different interventions to ensure that PPR eradication activities are synchronized and coordinated in the region and aligned to those in other regions and the World, using the existing regional PPR coordination mechanism and PPR Technical Experts Committee. The Consultant will also propose different mechanisms for mobilizing resources for PPR control and eradication in the IGAD MS.
Overall Objective
The overall objective of the consultancy is to design a regional PPR control and eradication programme to enable IGAD MS to synchronize and harmonize PPR control and eradication activities in the IGAD region.
Specific objectives

  • To design and align the proposed IGAD PPR control and eradication programme to the existing regional, continental and global strategies and other relevant documents for the control and eradication of PPR;
  • To identify the key actions to be undertaken by the stakeholders and institutions involved, the time-frames and modalities for carrying out the actions;
  • To formulate fundable projects to address key components of the PPR strategy. Each project formulation will include activities for implementation at national and regional levels with appropriate allocations of budgets to support the activities;
  • To facilitate a stakeholders’ workshop to validate the regional PPR programme;
  • Incorporate comments of stakeholders and submit a final regional PPR programme for the progressive control of PPR.

Beneficiary Countries: All MS in the IGAD Region.
Proposed Methodology and Approach

  • The consultancy will be required to outline the indicative approach and methodology that shall later on be followed by providing a clearly elaborate outline of the approach in response to the TORs.
  • Expected Outputs and deliverables
  • The following are the expected outputs:
  • An inception report including the methodology; questionnaires (if relevant) and work plan;
  • A comprehensive draft regional PPR programme;
  • Facilitation and presentation of the draft regional PPR programme to the stakeholders’ in a validation workshop;
  • Submit a final Consultancy Report thereafter.

REQUIREMENTS

Key expert
The Consultancy is for a total of 30 man-days from May 03, 2016. The consultancy duration will be spread over to July 31; 2016.
The profile of the experts should be as follows:
(a) Qualifications and skills

  • Master's or PhD degree or equivalent in animal health with relevant experience in livestock disease strategy, programme development or proposal development for resource mobilization;
  • Knowledge and experience in effective communication, lobbying and advocating bilateral and multilateral donors;
  • Strong analytical skills;
  • Excellent communication skills and fluency in English.

(b) General professional experience

  • A proven track record in resource mobilization involving bilateral and multilateral development partners, including public-private sector partnerships;
  • Proven experience at programming and policy levels;
  • Experience in conducting and facilitating dialogue with national, regional and international organizations.

(c) Specific professional experience

  1. At least 10 years work experience in animal health in the IGAD region;
  2. Strong understanding of PPR and other small ruminant diseases control in the IGAD region;
  3. Experience in development of strategies and programmes for livestock diseases.

Reporting
The consultant will report to the contracting authority, ICPALD/IGAD.
Payment
Payment will be 9,000 USD for a total of 30 man days and the assignment is spread over a period of 3 months. Air tickets and daily subsistence allowance
(DSA) for field missions will also be met by ICPALD
Insurance cover
The consultant will be responsible for his/her own medical and life insurance cover for the duration of the assignment.
