PARTNER ORGANIZATIONS

All of Oxfam's partners in the OPTI receiving support on the theme of monitoring, evaluation, accountability and learning (MEAL) under the Program “Improving Capacities for a Sustainable Economic and Social Growth through Innovation” ACCESS INNOVATION (PAI). They are primarily civil society organizations.

JOB CONTEXT

The program’s central strategy rests on the appointment of Canadian technical advisors (or technical advisors holding Canadian permanent resident status) in the countries of intervention, with a mandate to increase the technical, administrative and financial capabilities of local partner organizations. This support should enable partners to innovate and generate sustainable changes in their environment in terms of economic growth, food security, gender equality, good governance and environmental sustainability. To that end, the program focuses on the development of innovative intervention models and approaches, through a process that is supported by a network of Canadian partners composed of recognized civil society organizations, research institutes and socially responsible businesses.

To meet these challenges, the program has a MEAL system based on the common approach of Oxfam. This system has to allow (globally and in each country) to generate key learning, to systematically improve strategies of the PAI and as well as to adequately meet the commitments made by Oxfam to its donors, partners and primary agents of change.

JOB DESCRIPTION

Under the responsibility of the PAI Coordinator in the country of intervention, and in close collaboration with Oxfam colleagues (country, region, Oxfam-Québec headquarters), the MEAL Adviser performs his/her mandate to ensure the achievement of results of PAI and support to partners in his/her fields of expertise. In accordance with the policies, standards and procedures of Oxfam, the MEAL Adviser undertakes the following responsibilities:

Monitoring, Evaluation, Accountability and Learning System (MEAL)

• Appropriating the joint Oxfam approach in monitoring, evaluation, learning and social responsibility (called CAMSA) as well as the MEAL system designed specifically for the program.

• Produce or update an analysis of the context jointly with the program’s partners identifying the main challenges of civil society organizations in terms of monitoring, evaluation, accountability and learning.

• Adapt to the local context the monitoring, evaluation, accountability and learning system of PAI jointly with partners within a participatory and capacity building process and ensure its harmony with the needs of local partners, Oxfam's Country Strategy and Oxfam standards. This approach will contribute to strengthening partners understanding and ownership. Other program staff (gender etc.) should also be involved.

• Coordinate the implementation, review and improvement of the monitoring, evaluation, accountability and learning system of PAI.

• Participate in the coordination of various intervention strategies implemented by Oxfam at country and regional levels.

• Work closely with partners and the Gender Justice Advisor to ensure that MEAL systems, methods and tools are gender aware and allow strong gendered MEAL analysis.

Innovation and capacity building

• Present the monitoring, evaluation, accountability and learning system to local partners.

• Supporting local partners in implementing or updating their institutional analysis and capacity building plan in regard to the monitoring, evaluation, accountability and learning aspects through a participatory process.

• Support partners in the identification and planning of innovations that will be developed in the framework of the PAI, notably aspects related to their monitoring, evaluation, accountability and learning system.

• Develop and implement a training plan and support partners in monitoring, evaluation, accountability and learning (best practices in project evaluation, database, qualitative analysis, experience capitalization, etc.) as well as monitoring change in partners MEAL practices.

• Supporting partners in developing or optimizing their monitoring, evaluation, accountability and learning (collection, management, analysis and use of data) promoting transparency and accountability to primary agents of change (beneficiaries) as well as promoting their participation through the MEAL cycle.

• Conduct periodic reviews/evaluations (formative or summative) of projects implemented by local partners in the framework of the Innovation Development Fund (FDI).

• Supporting and document learning and innovations developed by Oxfam and its partners (lessons learned, best practices, testimonials, etc.).

Expertise networks

• Participate in the Oxfam community of practice on monitoring, evaluation accountability and learning (MEAL).

• Facilitate and promote the participation of partners in networks of expertise (at local, regional or global levels) in monitoring, evaluation, accountability and learning.

• Coordinate the participation of Oxfam and its partners in exchanges of experiences and learning events.

• Contribute to disseminate Oxfam's fields of expertise and those of its partners in national and international networks (articles, lectures, videos, testimonials, etc.).

REQUIREMENTS

STATUS

Canadian citizenship or Canadian permanent resident status

EDUCATION

• University degree in social sciences, project management, organizational development, program evaluation or any other relevant field.

WORK EXPERIENCE

• At least three (3) years of relevant experience in the field of Monitoring,

• Evaluation and Learning (MEL).

• Experience working in a multidisciplinary team.

• International development work experience (an asset).

WORK EXPERIENCE ABROAD AND IN THE COUNTRY

• Experience working in the country of assignment (an asset).

WORKING CONDITIONS

• Monthly allowance: amount based on the cost of living in the country of assignment.

• Monthly allowance adjusted upward for a maximum of two (2) dependents.

• Housing allowance.

• Return allowance to assist with the reintegration process in Québec/Canada.
